Refactor docs.json navigation to Languages → Tabs → Versions → Groups
hierarchy per Mintlify design spec. Mirror the structure in the file
system as zh/manual/v1.3.0/ to allow future versions to coexist.
Update all internal cross-references accordingly.

Switch primary navigation to Tabs containing Languages for multi-topic
extensibility. Add contact page with project links, issue reporting,
and contribution guide. Set Inter as the sans-serif font for English
text and add custom CSS for description sizing and logo rendering.
